Wise Guide: Residency Address Registration For Non-EU Nationals


The residency address must be, by law, registered within 30 days of getting the residence permit. It is possible to register an address in person, online via the e-Population Registry portal, or via email.

In order to register your residency address at the Estonian Population Registry, you must have the registered property owner’s consent to do so. The consent can be determined in different ways: 

  • the property owner has signed the rental agreement;
  • the property owner provides a digitally signed letter confirming their consent for your residency in their property;
  • the property owner has granted power of attorney to a third party (i.e. realtor, family member etc.) to represent them in actions related to the property;
  • the property owner confirms your residency address registration digitally via the online Population registry.

Please follow the below steps to register your residency address online at the e-Population Registry:

  1. Sign in to the e-Population Registry using your Estonian ID/residence permit card, an ID-card reader and the PIN codes that were issued with your card. 
  • Confirm your data before proceeding, then click on ‘Residence’ on the left sidebar. 
  1. Select ‘Report new residence’. 
  1. Add the address of your rental property. 
  1. Select the country from which you moved to Estonia and click ‘Save and move on’. 
  1. ‘Persons’ page.
  • In case you have a spouse or children, you can also register their residency address by selecting/adding them. 
  1. ‘Consents’ page.
  • Select ‘I have the permission of the owner or I am a tenant’.
  • Choose the option which applies in your case. 
  • If you would like to request the property owner’s digital consent to register your address, select ‘I would like to request consent through the e-population register’ and add their details. They will be notified and can approve your request. 
  • If you would like to attach a signed copy of your rental agreement (has to be signed by all registered property owners), select ‘I would like to enclose a lease contract or another signed document’. 
  1. Click ‘Save’ and wait for the registration to be confirmed.
    You can check the status of your application by logging in to the e-population registry and clicking “Residence” on the left sidebar. It should take around 7 days to complete the registration, depending on whether you uploaded a rental agreement or whether it is required to wait for the property owner to give their consent. 

  • Registering address via email:

Download the Residency registration form to your computer from the website here. Fill it out on your computer following the instructions below. 

  1. Form submitter (your) details.
  • Add first name(s), last name(s) and the Estonian personal identification code of the main submitter of the form (i.e. the employee). 
  1. Your Estonian address.
  • Add the country (Estonia), county (Harjumaa if Tallinn), and city of your Estonian address; 
  • Add the street name, followed by the house and apartment number. Then add the postcode – this is either marked in your rental agreement or you should be able to find it by googling your address. 
  • If you are only submitting the registration form for yourself, tick the first available box and move forward.
  • If you are also submitting the registration form on behalf of your accompanying family member (i.e. spouse, child), then additionally to the first box, also tick the second box. 
  1. Details of family members also registering to this address (if applicable).
  • Enter the first name(s), last name(s), and Estonian personal identification code(s) of the family members who also need to be registered to this address. 
  1. Details of the other parent of the child (if applicable).
  • Enter the first name(s), last name(s), and Estonian personal identification code of the other parent of the underaged child that is being registered. If they don’t have an Estonian ID code, add their date of birth in day/month/year format. 
  • If the other parent of the child is also registering at the same time, leave the signature box blank as the other parent should also digitally sign the registration form.
  • If the other parent of the child is not being registered at this address, find a suitable way for them to sign the registration form once it has been completed. The other parent can either sign the document digitally (if they have an Estonian ID/TRP card) or in wet ink. In case they sign it by hand, the document may need notarized authentication before it can be scanned in and sent to the Population Registry. 
  1. Proving the registered property owner’s consent for the registration.
  • If you are one of the registered owners of the property, tick box 1.
  • If you have a rental agreement that is signed by the property owner(s), tick box 2. If the property has more than one registered owner, both of the owners will need to sign the rental agreement. Double-check this with your realtor/landlord. 
  • If the property owner(s), prefer to give their consent for the registration by digitally signing this registration form, tick box 3. 
  • If the owner(s) prefer to give consent through a separate free-form and signed letter, tick box 4. This option is often used if the rental agreement is signed by a realtor or by a representative of the property owner, for example. 
  • If you have any other ground to register your address in this property, tick box 5. You will still need to prove this ground to the Population Registry. 
  1. Details of the registered property owner (ONLY IF BOX 3 WAS TICKED IN SECTION 5). 
  • Leave this section blank and move forward if you ticked boxes 1, 2, 4, or 5 in the previous section. 
  • If the property owner(s) prefer to give their consent for the process by signing this form, enter their first name(s), last name(s), and Estonian personal identification code(s). 
  • If this option is chosen, they will need to digitally sign (in addition to you and other adults listed in this form) the completed form before you submit it to the Population Registry. 
  1. Voluntary section. 
  • Leave the entire section blank and move forward. 
  1. Additional personal details. 
  • Enter additional details about all of the people listed in this form – yourself and any family members you are registering. The number(s) for ‘Person 1’, ‘Person 2’ etc. should match the number in front of the name(s) in Section 3 of this form. 
  • If you are also registering a child and they don’t have a personal email address or phone number, use one of the parents’ ones. 
  • The last part of this section asks for the highest graduated level of education. For example, if you have an unfinished Master’s degree, choose ‘Bachelor’s or equivalent’ (A6). Or if your child has just started school, select ‘Less than primary education’ (A0). 
  1. Signatures of the submitting person and other adults who are being registered. 
  • Leave this section blank if you will sign the registration form digitally after completion. 
  • If you or anyone else does not have the digital signature possibility, print out the completed form, add the date and signatures by hand. However, by doing this, you will either need to attend the Population Registry office in person to verify the signature(s) OR acquire notarized confirmation of the signature(s). 
  • Save the completed document. 
  • Open the DigiDoc4 application on your computer and sign the document digitally using your temporary residence permit card and the PIN codes issued with it. Follow the instructions for digital signing here
  • If you have included information about a spouse and/or children, the spouse and/or other parent of the children also need to digitally sign the document after you have done so. 

Submitting the application to the Population Registry via email

  • Find out which local district Population Registry office applies to you. For example, for Tallinn, visit the city webpage of districts, select your district and find their contact email address on the corresponding page. If you are unsure of your district name, you can use the central registry’s email (pppsa@tallinnlv.ee). 
  • Depending on which form of property owner’s consent applies to your registration process (see the top of this document for different options), in addition to the signed address registration form which you have filled out, attach to the email one or more of the options:
  • Signed rental agreement;
  • Written and signed consent from the property owner to register the address;
  • Any power of attorneys related to the representation of the property owner. 
  • Check that all the required documents have been added to the email and send the email to the correct Population Registry office or the central registry. 
  • Your residency address should be confirmed within 7 working days. If you haven’t received any feedback on your email in a couple of days, log in to the e-Population Registry to check whether the address may already have been registered.
